Where in Lincoln is this?

It was the parking lot at Lincoln Mall and 12th, equidistant between the Unicameral and City/County Building. I admit this one was a little tricky. Its normally pretty easily identifiable in my opinion, but during snow showers at night it can be a bit hard to make out.
Note: In future editions of Where in Lincoln is this, there may be small prizes up for grabs.

Might that parking lot where the photo was shot be private?
Department of Roads at 14th and Hwy 2?
I do believe it is a private lot, but I am not sure!
That looks like a university parking lot.
Could that be the crew building on campus?
My first thought was <a href=“http://maps.live.com/default.aspx?v=2&>here</a>, but after close examination, that can’t be right.
Wide street and trees with industrial in the background. I’m guessing it’s either across from the penitentiary or maybe out near the new immigration building north of the airport exit.
Guessing McPhee Elementary School.
I only walk by that place all the time! Just shows to go ya, looks can be deceiving.
