EDIT: Ahhhh, some good guesses.... This one did require some knowledge of recent events. It was Pioneer's Park, at the Woody Greeno Cross Country Invitational the weekend before last.
The mysterious blue man was a hardcore Creighton supporter cheering on their x-country team. That, or else he was just a total weirdo.
The quest for the pogo shall continue!

Blue Man concert?
Maybe the Mud Run last month at the Lancaster Event Center? Thought I saw a character or two who looked like this. Cannot give you the GPS coordinates via lotto ticket though.
