New Animal Ordinances Coming to Lincoln?

Omaha recently passed a new batch of dog ordinances. I wonder if any of these will soon come to Lincoln. One in particular would affect me. The new laws bar tying up dogs outside for longer than 15 minutes unless an adult is outside with the dog. We put Daisy outside on a leash all the time. During the day while I work in the basement I often put her outside for longer than 15 minutes at a stretch. I figure hanging out outside is better than laying on the couch all day. When she wants inside she barks and I go get her. That's likely not what the ordinance is trying to prohibit, but it is prohibited nonetheless. The act of letting my dog sleep on the front porch rather than on the couch could make me a "reckless owner", according to the ordinance. Which of Omaha's new laws would you like to see enacted here? Do you think it's likely the City Council will bring up this sort of legislation in the near future?

The city council seems to bring up legislation that goes with wherever the wind is blowing at the moment regardless of how senseless it might be. I don’t have a dog but the “15 minute” ordinance is ludicrous. There are already neglect laws on the books, and all this will do is have neighbors tattling on each other all day long-similar to the new crackdown on wheel tax evaders. Dogs are outside animals (so are cats, but don’t get me started on the ‘feral cat/cat leash’ ordinance in Licoln-mine is spayed and has shots so what’s the crisis?)

Here is a call from last week: A8-099587   5500 BLOCK OF SHADY CREEK CT   POSS WHEEL TAX FRAUD/PRTY FND TO BE STUDNT TRAVELING BACK/FORTH   10/4/2008. Students are exempt from registering in Lincoln if they can prove their primary residence is not in Lincoln. Someone wasted time calling this in-and an officers to investigate it. The college sticker in the window must not have been enough of a clue. This is the kind of waste of money a 15 minute ordinance would cause.

I saw this and ran outside to bring my puppy in! I had no idea about the 15 minute rule, and don’t really understand it. He’s not fully potty-trained, so I figured letting him roam around on a 15-foot tether was a lot more humane than keeping him in his kennel all day.

I don’t think the new law kicks in until next Wednesday, so you aren’t a “reckless owner” until then.
