While reading about Mayor Beutler's legislative priorities for this session, I got to thinking about his desire to allow "cities the size of Lincoln" to create a transit authority. Why should that ability be restricted based on the size of a city? What's the argument there?

...it’s currently restricted by size in Nebraska law. Take a look at Nebraska Revised Statute 14-1803: The only cities currently allowed to form a transit authority are cities of the metropolitan class (the Nebraska Constitution’s euphemism for Omaha). Lincoln, as the state’s only city of the primary class, has not been granted that ability.
Right. My question is: Why?
I’d be shocked if the reason is any more involved than “Omaha was the only city that wanted a transit authority, so we just wrote it that way”.
Do we need a transit authority?
