Naked Justice

Perhaps somebody with a background in law can explain this to me: how is this not entrapment? Especially this part:
Some suspects in prostitution investigations are confronting naked justice. A prosecutor says police are now allowed to undress in an effort to persuade suspected prostitutes to negotiate sex acts. [emphasis added]
Anybody care to give me a primer on entrapment and related concepts?

This doesnt surprise me. I think the acceptable understanding of entrapment is conduct in which you basically persuade an individual to engage in an act that he previously had no intent to engage in. They distinguish this from “helping provide” an opportunity for someone to commit a crime that he had the intention of commiting. In this case, the prosecutors/cops will likely argue that they are not really persuading the prostitute to commit the act of prostitution, but simply making the opportunity more likely - it is the prostitute herself or himself who decides to initiate the negotiations to sell sex.
