On a somewhat serious note, why did Volzke get cited int he incident if Witt is the one that started the altercation? Is she not allowed to defend herself?

In a word, no. Her responsibility was to remove herself from the situation. Neither she nor her kids were in imminent danger, so she should have walked away. Besides, spitting—sorry, expectorating—is an inflammatory act, not a defensive one. Volzke probably could have gotten away with “sternly” using her hands/arms to keep Witt at arms-length.
If I’m not mistaken, there is a state or two in which “being wronged” gives a person just cause to assault another person. In those states, Volzke would not have been charged.

remove herself from the situation?!? Heck NO!!! I say start a massive food fight. I would have swung some bananas toward her head, then gone straight to the apples. Apples could do some serious damage.
Then again I guess I’m not in Texas anymore where you can use the same amount of force in any given situation (and more force in special circumstances).

The older woman sounds like this woman in Noodles downtown last week who wanted to order at a register that wasn’t open and screamed, “You S. O. B.” (she used the real words...) to one of the employees.
